OCIA exists because Ohio's small employers were losing something that mattered — and the Ohio Chamber of Commerce decided to build it back.

The problem we were built to fix

Since healthcare reform, many of Ohio's local, independent insurance agencies have been acquired by large national brokerages — and retiring agents have sold their books to wholesalers and consolidators. The pattern is familiar by now: the name on the door changes, the account team turns over, and the employer who used to call an advisor gets a ticket number instead.

Small employers feel it most. A 15-person company doesn't move a national brokerage's revenue needle, but its benefits decisions are second only to payroll in cost — made by an owner or office manager with no HR department and no time to become an insurance expert.

The Ohio Chamber of Commerce answered by creating an agency of its own: the Ohio Chamber Insurance Agency — locally run, statewide in reach, and dedicated to full-market, unbiased benefits consulting for Ohio employers of 1 to 500 employees.

Why "cannot be sold" matters

Every agency promises personal service. The question worth asking is: what guarantees it stays that way? For OCIA, the answer is structural. The Ohio Chamber of Commerce owns 100% of the agency's stock and is its sole owner — no private equity, no outside investors, no exit waiting to happen. The revenue OCIA earns supports the Chamber's advocacy for Ohio business rather than leaving for outside shareholders.

That means the thing that happened to so many Ohio agencies — acquisition, turnover, shrinking service — structurally cannot happen here. Not "we don't plan to sell." Cannot.

The front door to the Chamber for small business

OCIA was created to fill the service need in the market and to be an asset to Ohio's small employers. For many businesses, the agency is their first handshake with the Ohio Chamber of Commerce: they come for benefits help, and we connect them to Chamber membership and everything that comes with it — statewide advocacy, the Small Business Council, member programs, and a network of Ohio businesses.

We report to the agency's board of directors, and the Chamber governs all of its departments — which means our accountability runs to Ohio's business community, not to a quarterly earnings call.
