Scott Colby
Scott Colby, a 22-year insurance and financial services industry veteran, was named President of the Ohio Chamber Insurance Agency and Executive Director of the Ohio Chamber Health Benefit Program in 2019. A Business Administration graduate of The Ohio State University, Scott built his career in financial services and insurance sales leadership before leading the Chamber’s benefits entities. He directs day-to-day operations and provides strategic leadership in close collaboration with the Ohio Chamber of Commerce Executive Committee, the Agency Board, the OCHBP Board, and the program administrator’s leadership team, and is licensed in Life, Health, and Disability insurance through the Ohio Department of Insurance.
Dan Martin
Dan Martin is a dedicated insurance executive with more than 16 years of industry experience providing employers with custom-tailored solutions to their insurance and employee benefit needs. Before joining OCIA, Dan spent over a decade as a consultant and wholesaler at Emerson Rogers, supporting group benefits agents across Ohio on program strategy, carrier products, and market trends. An Ohio State graduate, he serves NABIP Columbus as Immediate Past President and former Legislative Chair, and is passionate about helping businesses navigate the healthcare system while promoting positive change for consumers. Dan lives in Lewis Center with his wife and two kids, and enjoys live music, sports, and travel.
Joe Prescott
Joe Prescott has been in the employee benefits industry since 2010, specializing in the small-group market and serving as a benefits-technology lead before joining OCIA, where he oversees the agency’s account management process. His approach is grounded in relationship-building, client satisfaction, and consistent value through every phase of the benefits process, and he stays ahead of industry and regulatory shifts to advocate for his clients. Joe serves as Secretary-Treasurer of NABIP Columbus. A proud Ohio State graduate and dedicated Cleveland sports fan, he spends his off hours with his two kids.
Tucker King
Tucker King helps Ohio small businesses navigate employee benefits with strategic, tailored solutions. With a background in communication and client engagement, he combines professionalism with a personal touch to build strong, trusting relationships. A lifelong Columbus resident, Tucker holds a B.S. in Communication Analysis and Engagement from The Ohio State University with a minor in Marketing. Outside of work he enjoys sports, traveling, and time on his family’s boat.
Devon Eldridge
Devon Eldridge is a licensed Life & Health insurance professional supporting businesses across Ohio with strategic benefits consulting and responsive client service. She brings a thoughtful, solutions-driven approach to helping employers navigate complex benefit offerings and align insurance strategy with business goals. Devon holds a Master of Arts in Public Policy and Management from The Ohio State University and a B.A. in English Literature from The University of Iowa, where she studied through the Iowa Writers’ Workshop’s Irish Writing Program at University College Dublin.
Khalan Le
Khalan Le, also known as Kale, joined OCIA in March 2026 as an Account Manager, working directly with clients through quoting, enrollment, renewals, and the daily questions in between. She came to the Chamber from a national employee benefits and HR services firm, and she brings a background in information systems that she uses to produce streamlined solutions for the clients she supports. Known for diligent follow-up and quick, reliable responses, Kale holds a white-glove service standard on every account. Kale is a licensed Life & Health professional and a graduate of The Ohio State University. Outside the office, she is a former competitive esports player who is devoted to her family and cats.
